Egypt's Military Has More Power Than Civilian President

Egypt's Administrative Court has suspended a decree allowing military personnel to arrest civilians on the streets. Civil rights groups hailed the decision as a small step toward returning power to civilian control, but say much more remains to be done. Renee Montagne talks to NPR's Peter Kenyon about Islamist President-elect Mohammed Morsi's efforts to negotiate with the ruling generals to reclaim presidential powers seized by the military shortly before his victory.
