Two days ago, Morning Edition aired a story about the H-1B program which grants temporary work visas to foreigners with special skills like computer programming. In the story, NPR's Martin Kaste said employers have to show they recruited Americans first. But as it turns out, most companies don't. And we'll hear in this report, that fact is about to become an issue in the congressional debate involving overhauling immigration.
